In the 1990s, it seemed that there would be no way back. Russian-American relations were not smooth, but there was a sense of closeness, a tendency to move forward together, and cautious optimism. It was during this period that Ronald Asmus brought forward the idea of NATO expansion in scientific circles and, by joining the leadership team of the State Department, helped make it a reality. The military-political alliance was becoming a military-civilizational one.

NATO expansion irritated Russia, but Yeltsin was not strongly against it. There was even talk of Russia's accession. Deputy Assistant Secretary of State Ronald Asmus describes details that were not publicly known. For example, during one of the discussions with the president of Poland, a future member of NATO, Russian Defense Minister Grachev shouted at Yeltsin.

In "Opening NATO’s door", Ronald Asmus presents the American, European and Russian domestic and foreign political situation during the implementation of the idea of NATO expansion. Not everyone in the West was happy with the push to bring Eastern Europe under NATO's umbrella. In the United States, the idea became policy with great difficulty. Another difficult task was to enlarge NATO without a major confrontation with Russia.
