The "European Stability Initiative" revealed Azerbaijan's corruption schemes and systematic bribery transactions within the Council of Europe. The findings of the investigation are consolidated in this two-part report. The initial segment, titled "Caviar

If any European journalist writes even a letter against Baku, the country will declare him or her persona non grata. According to the reporter of the Italian RAI3 television company Milena Gabanelli, she is not arrested yet because she does not live in Baku. "I have to apologize for doing my job. If I lived in Baku, I think I would have been arrested already". Repression in the center of Baku, journalists in prison and offshores in Panama. The facts of the "Caviar Diplomacy" book were screened by Italian Milena Gabanelli and Paolo Mondani.

The revealed facts were unprecedented in the history of the Council of Europe. Luigi Vitali and Luca Volonte aborted the report that condemned Azerbaijan. The author of the document was Christoph Strasser. He presented the political prisoners one by one, along with the prisons where they were detained.

Sergio Divina, former PACE member. "Our Western democracies, I would say, have withered a little." Sergio Divina, head of the Italy-Azerbaijan parliamentary friendship group, also voted against the resolution documenting the presence of political prisoners in Baku.

Herald Knaus, head of the "European Stability Initiative" center. "Many employees of the Council of Europe have told how the delegations visiting Azerbaijan are first hosted by prostitutes, then offered money, pardons, carpets and finally, the famous caviar."

Before his transfer to prison, Luca Volonte, the Italian leader of the largest political group in PACE, EPP, put forth incredibly imaginative justifications. The chief lobbyist of Baku, Elhan Suleymanov, offered guidance. Initially, within the EPP group, Volonte issued a threat, asserting that if something was done, it was a collective effort, and he urged for support. Then he relayed to law enforcement officers in Milan with whom he had shared the funds from Baku, specifically mentioning the former PACE president and his close associate, Pedro Agramunt.

Before that, Agramunt himself silenced any words against Volonte on the spot. Not long after, Agramunt was also expelled from PACE. Before that, it was 10 years ago when "Caviar Diplomacy" exposed him and his love for Baku. The wave of dissatisfaction in the Senate of Spain has not calmed down until today. They want him to explain to the Senate why he embarrassed their country in the European headquarters.

The "caviar diplomacy" was followed by the report of the PACE Investigative Body. An investigative team of independent experts and former ECHR judges essentially confirmed the remarkable facts. However, the team of investigators is not satisfied. until today even Azerbaijan's right to vote has not been suspended. No sanctions have been applied against the briber, the one who violates the standards of the Council of Europe.
