In the late 1940s the leadership of the USSR decided to organize a mass repatriation of Armenians. After the war there was a great need for specialists. They decided to solve that problem with the help of Armenians who survived the Genocide and settled in different countries around the world. Repatriation changed the whole culture of the USSR, from everyday life to rare professions.

The leaders of Soviet Armenia convinced Moscow that in Armenia it was possible and necessary to develop technologies, to put emphasis on the production of electronic devices. This policy led to the creation of research centers, which quickly became the leading institutions in the USSR and even in the world.
