Armenia’s current security system has failed to safeguard the country’s strategic interests. So, what now, and where do we begin?
The book “Comprehensive Security”, authored by historian-internationalist Eduard Abrahamyan and political scientist Gevorg Melikyan, offers a bold answer. Published with the support of the “Arar” Foundation under the Newmag & Friends initiative, this work presents a new vision for Armenia’s security policy, one that reflects modern geopolitical realities and breaks away from outdated models.
The authors critically examine the systemic flaws in Armenia’s security architecture and propose an innovative strategy centered around a Comprehensive Security System (CSS). This model includes seven key pillars: military, institutional, ideological, economic, informational, civil, and international security.
Rooted in the experiences of other small states and the theoretical framework of power, the CSS emphasizes national resilience, strategic governance, and smart foreign policy balancing.
This isn’t just a book, it’s a call to redefine Armenia’s role in a rapidly changing world.
The presentation-discussion of Comprehensive Security will take place on May 7 at 4:00 PM, at the Armenia Marriott Hotel Yerevan, organized by the “Arar” Civilizational Research Foundation.

In response, the authors advocate for the development of a Comprehensive Security System (CSS) encompassing military, institutional, ideological, economic, informational, civil, and international dimensions. Grounded in the theoretical concept of power and informed by a comparative study of small-state experiences, the work introduces an innovative framework. It integrates national resilience, strategic governance, and foreign policy balancing as key pillars to securing long-term sovereignty and stability.
The CSS model calls for a fundamental reassessment of Armenia’s role and positioning in a rapidly evolving global landscape. It urges a departure from the outdated Soviet security paradigm toward a dynamic system capable of addressing both conventional and hybrid threats.
This book offers a bold reimagining of Armenia’s security future and serves as a vital resource for policymakers, scholars, and all those committed to building a resilient and sovereign state.
